You can verify this by taking one of the plastic covers off the back of a headlamp housing and checking out the three wire harness inside. They are often made of brittle plastic and may break easily. I don't know much about the car itself but from the sounds of it there could be a problem there since the filaments and fuses are good, if not then you have to be looking at a wiring problem, which doesnt make a lot of sense because the newer cars use a lot of harnesses and it is hard to mess those up. Make sure the bulb is seated firmly in the bulb housing so it has a solid electrical connection. Be careful not to drop the bulb as you remove it from the package.

If you can have your headlight turned on a garage door or something at night,and then watch as you change your headlights from low beam to high beam which ones are higher. Slide the new bulb into place. I took it in to the dealership and it turned out to be a burnt fuse, and they notified me that it affected my brake lights as well.
