You will need to purchase a new license from Windows 7, 8, or 10 with a product key to activate the Windows 10 on the new motherboard. I just looked and now I'm getting unable to reach Windows activation servers. I don't have the product key that was a long time ago when Windows 10. I edited my link to be less piratey. If you upgrade from an oem version then yes but if it's a retail version then no.
But, on the other hand, that Windows 10 license was just a free bonus in the first place. If you need to reinstall or do a clean install, use the same Microsoft Account as the original upgrade. I suggest you use your original media to install the Windows 7 again and then perform the Windows 10 free upgrade process. While in most scenarios, transferring a Windows 10 license product key to another device isn't something that regular users need to do, there are many situations when such process may come in handy. It says that I can't activate because I don't have a valid license, but I can run the troubleshooter and it asks me what device I want to activate Windows on. Hope this helps in resolving the issue. If you have a retail copy of windows or upgraded from a retail copy , you can just reinstall it on the new motherboard and re-activate it no issue. That would allow removal from one computer and installation on another without repurchase, but would seem to be very difficult to manage. If after using the Activation Troubleshooter, you can't activate Windows 10, then you will probably have to contact Microsoft customers support for assistance.
