I, too, am having the same issue with my 2005 Prius. Removed the tarry goop and replaced with a piece of bicycle inner tube. Also the vehicle will not turn off when the power button is pushed when the dash is inoperative unless you hold the power button down for an extended amount of time. Had it towed to nearest Toyota. I removed the battery, tested each cell and replaced the one that was bad. Really a safety hazard when driving around with my 2 small kids!! I took the dash apart myself, and sent the meter out for repairs. If that is representative nationwide there is a big problem and these cars should be recalled.

Prior to purchasing this vehicle about 9 months ago, I had checked for active recalls but found none, and I confirmed the same shortly after the purchase. Battery seems to randomly go low overnight two or three times a winter. The exhaust also had a hole in it, so my mechanic said the cost of repairs was more than the car was worth. Apparently many 2007's got a bad batch of rubber. Mechanic suggested I do not try to repair problem as repair work would probably cause rusted parts to break off causing more repair work.
I have a family friend who is a mechanic so it was much cheaper than the quote I received for just the one wheel bearing. The symptoms point to a failed Combination Meter. This is a faulty part and there have been thousands of similar reports. Toyota needs to have a consistent policy to deal with this. And my car over heats because the gears will shift constantly.

I was told by Toyota Customer Experience Center I was past warranty and that I should leave my car at a Toyota dealer several days to retest - I am in the military and need to travel daily so this is not practical. Several on-line forums suggest this is a manufacturer defect with the hid or electrical connection and have been charged thousands of dollars replacing bulbs, light housings, and connectors without fixing the issue. This is a basic operational problem, rendering the hatchback non-functional - it can't be opened, or if it can be opened it leaves a substance on the driver's body. This should have been a recall item on this vehicle due to the potential safety issue. The contact pulled the vehicle over to the side of the road and then drove to koons tyson's Toyota in tyson's corner, va where it was diagnosed that the combination meter was faulty and had to be replaced. A car that you can't tell how much gas is in it can be a problem as well. I did not pay for it, because the car was still covered by the 30 day warranty that I got when I bought the vehicle.
Further evidence is that a number of owners have complained that after replacing the instrument cluster the problem comes back after a period of time. For about an hour I couldn't even get my car to turn off. So far, 5 stars and I definitely recommend them when you're in a jam like I was. They could not identify any issues - as I had expected. I drove home and the car would not shut off.
